Chemistry SAT 2: True/false/CE??

Hi guys! Trying to study for the Chemistry subject test here. I'm confused about the section of the test where you read a sentence and bubble in if the first part is true/false, if the second part is true/false, and if the second statement is a correct explanation of the true statement 1.

I'm super super confused with how the CE thing works. Like at first I thought that if you bubbled in true for both statements, then you bubble in CE by default, but then I got this question:

Potassium has a lower first ionization energy than lithium has BECAUSE potassium has more protons in its nucleus than lithium has. The answer key says that both statements are true, but they didn't bubble in CE?

Also, is it possible to bubble in false for the first statement, true for the second, and CE because you fill in CE if "statement II is a correct explanation of the true statement I". In other words, let's pretend that statement I was false, but statement II provides the correct explanation for statement I if it was corrected, would you bubble in CE?

There are five answer choices

T T CE
T T
T F
F T
F F

You can only have CE if both statements are true (does not mean it HAS to be CE)
To determine CE if both statements are true, just read column 1 “BECAUSE” column 2 as one long sentence and bubble CE if the overall statement is true
