Sounds more like she’s been arrested for student visa fraud, rather that SAT/TOEFL cheating.
She wouldn’t have gotten arrested if she just over stayed a tourist visa and applied to VA Tech as a undocumented student.

No, it sounds like that provision is for people qualified under Deferred Action for Childhood Arrivals (DACA). As a long time VA taxpayer I don’t agree that they should be given in state status. But people who come here as near adults from China wouldn’t qualify.
I think SAT and TOEFL tests need to be looked at by the schools carefully. I guess the internet has made it easier to cheat.
Of course it’s about the passport fraud. I don’t think our federal authorities are out to protect the sanctity of the SAT. The fact that the defendant at Tech found a website catering to the scheme makes it sound widespread. I hope they are all deported and never allowed to visit the U.S. again. After jail sentences.
I’ve heard several people complain that their TA did not speak, read or write English very well. Now I guess I know why.
Well, I wouldn’t let some random complaint about a TA convince me all these kids get in fraudulently. I do know there is awareness that kids from certain countries may not present accurate pictures.
