MY grandpa lives in Florida and I live in New York. I am planning on transferring to a Florida college for the Fall of 2016. How can I start to claim residency there now so I can pay the in state tuition price?
Live and work in Florida for at least a year. So you would have to go and live in Florida now to qualify for residency later.
How old are you? Have you lived with your parents up until now, and have they supported you?
Generally speaking, if you are dependent on your parents, your residency is determined by where they live, not where you live. If you move to Florida but your parents are in New York, you are probably still a resident of New York for tuition purposes. Dependency is determined by the college; in Florida, dependency rules are quite similar to the FAFSA - if you are under 24, unmarried, have no children, are not a veteran and at least one of your parents is alive, you are a dependent student, and your residency is determined by where your parents live. It doesn’t matter if you move down there and get a job and support yourself; you’re still considered a dependent student.

Basically, your parent or legal guardian has to establish 12 months of legal residence in Florida - for the purposes of establishing a permanent domicile - before you are eligible for in-state tuition. You can’t move with your grandfather and establish residency in Florida.
If you are over 24, then you can do what @camover says - move to Florida and live there for at least a year.

You can have any relatives reside in any state that does not make you a resident of that state.
In order for you to claim residency in FL
1; Immediately transfer to a Florida Community College and start there, physical presence is essential, unless you graduated from a FL highschool and attended at least for two or three years.
2. Your Grandpa must file guardianship with the state and claim you as a dependent on 2014 tax forms.
3. Your parents must formally relinquish guardianship in their state. Your grandpa must be able to show support of your living and your parents must not claim you as a dependent on their tax return.
4. Preferably if you have a job(part time) there which you can show a W2 form.
5. Change your driver’s license and voter registration if you are old enough for them.
All the above steps does not guarantee the residency requirements for tuition purpose, you must check with the target schools to see if there is any thing special you have to do.
