No, but many are.

Yes, if they have excelled in other areas of life.</p>
<p>I think my friend is a Coca-Cola scholar. He made a 29 I believe on his ACT. Great score but no where near the academic superstar range. However, he excelled in various varsity sports and is very involved in his community. I'm sure his essay probably blew them out the water as well. I think he is a Gates Millenium Scholar as well, or maybe achieved some other level in that scholarship contest.</p>
