<p>Hmm, I’m kind of surprised, typically public schools give little to no financial aid (UNC-CH being an exception) to OOS applicants, and with tuition being the way it is, the price could be almost as high as a private school. But, that aside, if you can’t afford a school without merit aid, you need to consider it a financial reach - it does you no good to get into schools you cannot afford to attend. Look into the merit scholarships offered by these schools. If not, drop it from your list. </p>

<p>Add one more public university (Rowan CS is good and would be a safety for you + TCNJ or Rutgers + a CUNY or SUNY)</p>
<p>Since you need Financial Aid, UMD, UF, Indiana, Penn State, Purdue will be unaffordable.
UVA and UMich are out of reach.
Lehigh is a reach, Fordham also (financial reach, too). Lafayette is similar to Lehigh, but slightly less selective,
so you’d have better odds.
Right now, the only colleges that are likely for you both academically and financially are Rutgers, Bing, and Stony Brook.
Check out costs at UMass - you’d likely be admitted (perhaps even Commonwealth Honors) and its CS program is very good.</p>

<p>Based on your post on page 2, assumed your parents’ limit was in the 35-40k range. The schools you listed don’t have financial aid for OOS and you won’t qualify for merit; except perhaps at Indiana (depending on major).
If that post only meant that they could afford 45-50k, but not 60-65k, then most of the OOS publics are within budget.</p>

<p>Penn State’s COA is 46k, Indiana’s COA is 47k, UF is 43k, Purdue is 42k, UMD-CP is 45K.
If that’s within budget, then you’re okay. They’re a good range in terms of selectivity and you have a 50-50 shot at some, better than 50-50 at the others.</p>

I don’t think your SAT is high enough for merit at Pitt but you can try, since it’d take a small scholarship to bring costs down. tOSu would probably offer you some merit money, as would Miami-OH.
As indicated previously, Rowan is a safety and good at CS or CSE, TCNJ is good, UMass has an excellent CS dept and you may even qualify for Commonwealth Honors College, Lafayette would be less of a reach than Lehigh.</p>

<p>Merit scholarships often require a 3.5 GPA (or more), and you’re only possibly eligible for the UConn Award,which is the smallest one (no amount indicated but among ALL scholarships offered, the average amount is $7,000 with the top scholarships being full ride, meaning that the small scholarship you may be eligible for is likely below 5,000). </p>
