I haven’t quite figured it out but I plan on doing international business after my undergrad. I’ve done a lot of reading and apparently international relations isn’t the best major because its better to take a few IR related courses and major in something that better develops skills that would help in grad school. I feel like that’s probably applicable to Public Policy as well. I’m currently thinking that economics or political science would be the best option for me. Any advice on which route may be more ideal or which major has the best to offer?

You say that you want to go into international business after graduate school. Why you are primarily concerned, then, about what will develop skills for graduate school? What kind of skills do you think you will gain with an economics major or political science major that you won’t get in IR? What kind of graduate school are you talking about here?
It’s not true that IR is a bad major for preparation for graduate school. It entirely depends on what kind of grad school you want (IR might be perfect for an MIA, and public policy might be great for an MPP. Any of those is fine for an MBA).
Some of the most successful businessman in W&L’s alumni ranks majored in nothing related to their positions, like history. Just food for thought.
