<p>Generally you can apply your second semester and they prefer you declare by the end of your sophomore year at latest. Some majors require a certain GPA and this can be found in the CoE Bulletin. To declare, you just make an appointment with an advisor and they'll go over the requirements, any forms, etc.</p>
<p>Is everyone guaranteed a spot?</p>
<p>There really isn't any application. It's basically going to the program advisor and saying that you will do that program. As long as you have taken the core classes and, depending on the program, there may be grade or GPA requirements (like BME has 3.2+ GPA). It is extremely simple and I did it by email.</p>
