What is the point of declaring a major as opposed to going letters and science?

You mean going into undeclared letters and science? Sometimes there are majors that are better applied to as a freshman applicant, like for example the special schools. It's a real pain to get into engineering from CL&S, even if you're undeclared, and schools like nursing/architecture/theater, well, I think you send in portfolios for those beforehand. Some places, though, don't really have that much specialization. I heard at Harvard, you don't declare a major until your 2nd year.

So like for Cal, would it be better to go directly into EECS or Bioengineering instead of L&S then to there?
