I was hearing that colleges track everything. Can they track our youtube and other personal browsing history even after I clear my history or use incognito tab.

It’s true that some colleges and employers can and will search your name online, and anything containing illegal or otherwise harmful activities (e.g. inflammatory posts towards coworkers) could be grounds for dismissal. I doubt they are able to track things such as your search history, due to privacy laws (which I only know a tiny bit about).
Bottom line: use caution, but no need to overreact.
