<p>Not too sure, but Hawaii, SoCal, and Seattle would be your best bets.</p>
<p>The U of Washington (Seattle) has tons of Japanese students- and I’ve heard CA is worse. While tgese areas might have lots of Japanese students, there’s no garuantee its good tuition.</p>

<p>I’m also a high school student looking at Japanese programs. One of the best ones I have found at a pretty affordable school has been at Ball State. That’s where my Sensei went and she said it was a very nice program and enjoyed it. Also I would go to Erin’s Challenge, which is what my Sensei has me do, if you have never taken a class to familiarize yourself with the language. Good luck!</p>
