You’d be a match for BU, which has a solid Engineering school and a top-ranked Film program. But. Engineering is a time consuming degree + Film is a competitive program with very specific rules and requirements/pre-requisites for taking production classes. You can’t just waltz in past the pre-reqs to take the classes you want on top of your ENG degree–which will likely be a photo finish to complete in four years with all required classes leaving little time for an outside minor. I think you’ll find this issue at any school with both a competitive engineering program and a competitive film program.
But do your research. The links on BU’s ENG page about COM minors seems to be broken right now, but I would ask. They’ll be able to tell you if you can minor in film and then tell you the requirements for that minor.
