I’m not sure Columbia will accept an SAT (designed for HS students) taken in college. You might ask them.

Their website states nothing of the sort that they don’t accept test scores during college years.
Test scores are entirely optional for transfer applicants and can choose to submit them or not without being put at a disadvantage. From past transfer threads, it seems the range for test scores for Columbia transfer students are a lot higher, hence a 32 ACT while in regular admissions falls below the 25th percentile, wouldn’t be disqualifying at all.
Do not retake the ACT. The ACT is a test for HS students. Admissions officers won’t be impressed by a higher score achieved as a college student.
