is this a state wide or national thing.... question is asked on the common app

also is it an award for 11th or twelfth grade

The national cutoff for National Merit Commended was 201. This is for PSATs taken by juniors last year. Students are notified this fall about their NM status. Info about semifinalists has already gone out. I think they send the commended student lists (probably to schools) by the end of this month. If a student has a PSAT score over 201 from last year when they were a junior, it is fair to put “National Merit Commended” on college applications this fall.

You would list it for 11th grade, it is a “national” award, and as Ynotgo said, you can put "National Merit Commended " on the Common App or the longer “National Merit Scholarship Program, Commended Student” on a resume.
