TL;DR Yes, you should include it.
My son had the same dilemma. He played with a regional youth symphony which rehearsed 2 hours per week for about 30 weeks per year (two 15 week seasons). Over the course of high school, he practiced at least 9-10 hours per week at home, but of course, not all of that was for the youth symphony (he was also member of a chamber ensemble and took private lessons). As there was no possible way for him to figure out his actual commitment from week to week, he just divided 10 by 3 and added it to the two hours of rehearsal. So on his common app he just wrote 5 hours/week for 30 weeks. For chamber ensemble he did the same (3 +1) = 4 hours/week for 30 weeks. Hope this helps.
