Hello everyone!
In the US, the first two years of college are more general education, and then in the second two you study your major. Is that how it works in Scotland?
Would a student be able to take two years of community college in the US and transfer to a school in Scotland for the second two? (Namely the school’s I’m looking at are Edinbugh University Napier and Edinburgh College of Art, both for Graphic Design degrees)

You need to ask the admission teams at those institutions. They will tell you what is possible.
Scotland allows some study in other areas in your first year, but you will also be starting your degree subject. The RCA currently structure their graphic design course as per the following link: http://www.drps.ed.ac.uk/19-20/dpt/utgrdeebah.htm
The Napier course is four years so even if you were able to transfer you’d have more than two years there: https://www.napier.ac.uk/courses/bdes-hons-product-design-undergraduate-fulltime
Are you thinking of this because you don’t have the qualificatons for first year entry, or for financial reasons? If the former, then one year at CC with the right course selection would probably allow you to get into the first year.
Agree with @happymomof1 yiu probably need specific input from the admissions officers.
You will need compulsory courses (see a link to drps provided by @Conformist1688) completed to be considered for second year entry.
My daughter has a lot of friends from the college of arts in Edi, and they all are very busy from the beginning, the courses are very hands on with a lot of contact time, no gened classes are required. Your best bet will be to start from year 1.
You get to focus on three subjects for your first two years, and you narrow it down to one or two your final two years.
