Do US colleges accept international students if they want to major in computer science or something similar, despite not having studied the relevant subjects in high school? Harvard says 70 per cent of freshmen pursuing a programming major have had little or no experience in high school, so it's nothing to worry about. Is it the same with other colleges?

yes, most CS majors do not need previous experience. Almost all majors begin with an intro programming class.

Prior experience would certainly help your application, especially to top CS/CSE/EECS programs like Berkeley, Stanford, CMU, and MIT. However it isn’t necessary and I personally know people who have been accepted to those schools for CS or Computer Engineering with not prior experience.
