Confused.. GE's(Sixth) and Major requirement

For Electrical Engineering major in Sixth College...

I understand that those courses required by the Major cannot satisfy the GE requirements, except for courses under the "Information Technology Fluency" and "Exploring Data" requirement. But when it comes to the "Analytic Methodologies/Scientific Method" and "Structured Reasoning" requirements, some GE courses overlap my major requirements such as Math 20A, Chem 6A, and Physics 2A. These courses are considered to satisfy both the GE's and the major requirements in the sample 4-year plan as well. (but they are not listed under "Information Technology Fluency" and "Exploring Data" categories)

Is it possible to satisfy both my major requirements and the GE requirements under "Analytic Methodologies/Scientific Method" and "Structured Reasoning" categories(Breadth requirements)?

Look at the sample 4-year plan below for reference...(shown only for freshmen year)
Fall Winter Spring

Math 20A/GE Math 20B Math 20C
Chem 6A/GE Phys 2A/GE Phys 2B
ECE 15/GE** ECE 25 ECE 35
CAT 1 CAT 2 CAT 3

As far as I have seen, the 4-year plans in other colleges are about the same. Then, what is the point of six college system?
