I know Cornell doesn't offer merit scholarships but I was wondering if there aid was at all based on preference. Do more qualified students receive more aid? My instinct says no, because I don't think any other Ivy does this, but does anyone know how Cornell distributes fin aid?

No. There have been anecdotal reports that recruited athletes in important sports can have their financial aid packages “reviewed” (read: corruption) to find more money, but as a general rule aid is 100% need based.

No it’s all based on your family’s financial situation and EFC. However, there are 2 scholarships in the CoE and the Research Presidential Scholarship program, which offers up to $8,000 to pay for loans, but few students get into that program (more than a 100 I think) but less than 20 get the other two scholarships.
