I just realized I would kill to do my undergraduate in England - I left HS early with my GED so I could go to community college and transfer over to a UC, but my ambitions are changing. I don't want to just spend a semester or two studying abroad - I actually want to complete my degree there. Is there anything I can do? I'm planning on majoring in International Business..I currently have 20 CC credits from the state of CA.

I highly doubt that English universities would accept CC credits. The reason is that English students start college with qualifications above AP courses/exams in the US. On the other hand, in England it only takes 3 years to get a Bachelor's degree (but you cannot take any classes outside your major!) and so you would not lose too much time.
