How hard is it to get into the cs major? Schools like Carnegie Mellon, uIllinois usually have lower acceptance rates for cs so does Maryland follow this too, and how hard is it?

No. You just check off the major you are applying for. All applications are reviewed by Maryland first. If Maryland admits you, that same, single application is then sent on to the special programs (honors college/scholars/civicus/global communities, etc) for a second review for consideration of being invited to participate in a special program.
If the major is a LEP (limited enrollment program), which computer science is NOT, but computer engineering is, then your application is reviewed three times, even though it is only one application.
Again, all applications are reviewed by Maryland first. If Maryland admits you, that same, single application is then sent on to the both special programs (honors college/scholars/civicus/global communities, etc) and also the appropriate school (for the LEP you selected) for additional review your application.
The special programs and the LEP’s have different criteria for their admission process, so it is possible to be admitted to Maryland, invited to honors college, but yet not be admitted to the LEP (you would automatically be assigned to Letters and Sciences in the interim) or vice versa. You can always re-apply to the LEP after you complete specified classes satisfactorily.
Even though you said cs (which I assume is computer science), I wanted you to know that there is a difference for computer engineering. Unlike a lot of schools that either combine those two majors or only offer one, Maryland does have two separate programs. Computer Science falls under the department/school of Computer, Math, and Natural Sciences (CMNS) and Computer Engineering falls under the A. James Clark School of Engineering.
