one of my parents lives in the us but my other parent lives outside of the us so how would I go about filling out the css profile? it assumes that they both live in the same country so I’m a bit lost.

Are your parents married? Do the colleges on your list require information from the non-custodial parent? Is the non-US parent willing to fill it out?
If you could provide a bit more information, someone might be able to better guide you to an answer given your specific circumstances.
