CSS Profile Explanations/Special Circumstances (ES)

Just wondering....who should write the letter explaining special circumstances; who should the letter come from, me or my daughter?

Also, the letter will be more than 27 lines, do we start the letter online then mail the rest to the colleges? Thanks!!

("Use this space to explain any unusual expenses such as high medical or dental expenses, educational and other debts, child care, elder care, or special circumstances such as loss of employment. Also give information for any outside scholarships you have been awarded. Please limit your responses to no more than 27 lines of information. Any information beyond 27 lines will not be saved. If more space is needed, use sheets of paper and send them directly to your colleges, universities, and programs. Include the student's name on all correspondence")

I just wrote a two-page special circumstances letter from me, the mother, and sent it by email to one university which replied that it needed six pieces of documentation. One of the documents they asked for was a letter from my daughter, explaining the the situation and asking for an adjustment. So I’m thinking it may save writing extra pieces by having the letter come from the student. According to the financial aid guidebooks, you should write and format it as a standard business letter, making sure you have the student’s name and social security number (or other university ID number) in the first paragraph so that the financial aid office won’t have trouble matching the letter with the student file.
