I'm going to ask questions that have already been beat to death, but I couldn't find a solid enough answer. Sure I could call CSU, but these questions are running around my head tonight! :)

My wife would like to go back to school after graduating with her Associates degree in Spring 2010. (79 credits) We both went to school in Idaho. She also graduated Cosmetology school but I'm guessing that doesn't make much of a difference? We moved to the California Bay area in July 2013 for my job after I finished school. She would like to apply to CSU East Bay for Fall 2014 in elementary education. Although the November deadline has passed, the site says they'll still take applications until full.

I've read several times over that you need to live in California for a year with the intent to stay to receive in-state tuition. But what I can't figure out is when that 1 year of residence must be completed by. By Fall 2014, we'll have been in California for just over a year and we have every intention to stay. (I grew up in California before heading to school in Idaho) When will the 1 year requirement be met? Does it mean 1 year prior to beginning the application process or 1 year prior to starting school?

Lastly, her GPA from her Associates was 2.94. Is this too low? Even for CSU East Bay? I know there are many factors, but if 2.94 is a definite no go, that would be great to know. If it matters, we're both 24 and we'll be able to pay her tuition with my income.

Thank you!
