No, I wouldn’t say that she’s rejected. If it was all in order that’s great! I think it’s a tell that they’re looking at your info and something is missing that you may still be in the running; but it doesn’t mean you’re rejected if everything is in order.

Maybe the strategy is to be sure you’re missing a document when you first submit so that they have to ask for it later so that there might be a “tell” about your chances of getting in (I kid, I kid).
does anyone have the federal verification form in their FA portal? if you click on it, it’s a dartmouth-specific form that says “name of school/college attending in 2023-2024: dartmouth college.” does this mean anything?

My son graduated from Dartmouth in 2021 and from everything I understood from the financial aid office, this would not be relevant. That is, being a “need blind” institution the financial aid packages and admissions decisions are kept isolated and the 2 sides do not communicate with each other. I believe the financial aid offices job is to create a financial aid package for every applicant who also applied for financial aid.
In the past 10+ years, an email about a week before has ALWAYS resulted in an acceptance. Not a single case of email → reject/WL/defer. Out of the 100/200+ posts on CC/Reddit/Discord, an email has resulted in an acceptance 100% of the time
