Dean's Scholarship

<p>I'm interested in Tulane's full-tuition Dean's Scholarship, and I'm wondering if I'm competitive. I'm from California, and I don't think that Tulane gets many applicants from the West Coast, even in oversaturated Southern California (my dad said like 9%).
