It does not. Look under the First Year Admission tab in Georgetown’s [Common Data Set](Common Data Set | Office of Assessment and Decision Support | Georgetown University) to see which parts of your application Georgetown considers the most.
They may not “take note” officially, and of course the CDS for Georgetown says there is no consideration given to demonstrated interest (like most prestigious colleges), but I think showing interest can definitely help you – it definitely helped me! Specifically, you should make it a point to meet your Regional Adcom in person as this will put a name with a face and is helpful when the Adcom is reading through applications, etc. Also, if you visit the campus or attend a regional road show, you can weave that into one of your essays, which is also beneficial for them to know that you have bona fide interest in Georgetown, instead of it just being one of 10+ colleges you are applying to.
From my personal experience (I am a 2016 graduate attending Georgetown this fall), I had an 80% success of being either accepted or wait listed at the colleges I visited and/or where I met with the Adcom, as opposed to 20% success where I did neither. And, more prestigious colleges were included in the 80% than the 20%, so I have to believe that demonstrated interest is beneficial. Good luck!

There is only one situation in which demonstrated interest might be taken into account by Georgetown: offers from off of the waitlist. If you find yourself waitlisted and Georgetown is your top choice, by all means contact the admissions office and let them know that you would accept a spot in the matriculating class if offered. Otherwise, it has no bearing.
Keep in mind that regional admissions officers meet literally thousands of students each cycle and read countless applications. The chances of you being so memorable that they would remember you and connect the two during the process is… slim. For that reason, it’s better and fairer all around that demonstrated interest not be taken into account during the review process.
@FalkreathGuard, I went to a local meeting in my area where the Georgetown AdCom was presenting along with AdComs from other colleges (Duke, Harvard, Penn, Stanford). It was called Exploring College Options and I think they do 2-3 road trips each year.
I partially agree with @dzleprechaun, that AdComs meet with countless students each cycle and that it may be difficult to differentiate yourself from the masses. However, this can be done. I brought a copy of my resume with my picture on it and after talking with them I left a copy of it with my local AdCom(s). Then, I followed up with them via email several weeks later with specific questions about the application, where I also mentioned it was nice to meet them in person, etc. I did this for multiple schools and all but one AdCom clearly remembered me.
