does showing demonstrated interest increase your chances at georgetown?

Of course as it does at any school. The best possible thing you could do is get to know your regional admissions officer.

If you live nearby or are visiting, try and meet with a professor to discuss a paper of yours that falls in your area of passion and meet with your admissions officer in person.

When I applied to Georgetown, I definitely made myself known to my regional admissions officer, and made a point of visiting and talking with her when I was in DC visiting a friend at GW during the fall of my senior year. I think I also met her before at a Georgetown prospective student/applicant event as well. My college counselor at my high school was also in regular communications with her. All that really helps.

Making your application more than just another piece of paper is REALLY, REALLY important for admission to somewhere like Georgetown. Honestly, this is a skill you'll use the rest of your life, having the stats, the essays, the grades, the awesome recs is just the pre-requisite. You need to do something to make your application stand out, and networking is huge.
