diagnosing learning disability in college

I am asking for a friend. My friend’s kiddo has received poor grades in college for the last two semesters. He is currently a second semester sophomore. The student is on academic probation and from what my friend can see is in danger of failing some courses this semester too. My friend suspects that there may be some sort of minor learning disability but the student has never been diagnosed as such. Do colleges typically offer assistance in diagnosing these problems or is this something the parents or student would have to seek out? And if so, where would they go for help?
