Disabled Student: Should I apply as a home-schooled applicant and how to get LORs and transcripts?

I’m new here and came across this helpful forum while doing a Google search. I wanted to clear my doubts.

I’m a physically disabled, wheelchair-bound student currently pursuing a Senior Secondary Course from National Institute of Open Schooling (NIOS) which is equivalent to 12th without the regular classes and there are public exams. It has been six years (two – because of health reasons and four – because I’m taking my own time to complete the subjects within the provided time-period of 5 years) since I completed my 9th and 10th at a CBSE-affiliated school in 2010 and then I applied for NIOS in 2012 with the scores from my 10th (I had scored a CGPA of 9). Can I begin the application process for undergraduate courses in US universities after completing my 12th?

I have been self-studying for NIOS and have not interacted with any teacher. Who would I ask for recommendation letters if the teachers I knew at the CBSE school have left? (As I mentioned above, it’s been six years)

Could I apply as an international home-schooled student with my father completing the School Report? And how should I get the official transcripts? Guidance required.
