do acceptance letters and scholarship offers come together?

hi!

I'm an international student, and I have received an "acceptance email" from SUNY Binghamton today.

I was wondering if state universities send scholarship offers along with the acceptance letters, or if they send the two separately.
As they operate on a first-come-first-serve basis, wouldn't they select students who are receiving merit-based f.a. later after they see the whole prospective class?
or are schols also served as first-come? :S

wow, this is a short question :P lol
thankyou in advance!

All of ours have always come together. You may want to ask this question on the SUNY board, under colleges.

My daughter was accepted at SUNY E.S.F. and her scholarship came in several weeks after acceptance. Also, Oneonta same thing. She just got her Geneseo acceptance but no word on scholarship yet.

I dont think Binghamton has any scholarships for international students.

thankyou for your replies! :)

one more question: are there no schols based on academic achievement available for int. studs either? :S
