UCM/UCR are solid Matches. UCI/UCD/UCSB could go either way but definitely worth an application.
Are you a Californian or from out of state? The UC system is trying to focus more on in-state students.
SJSU civil engineering EI thresholds have ranged from 762 to 973 in recent years, according to http://info.sjsu.edu/static/admission/impaction.html . Your EI is 3.91 * 200 + 30 * 100 = 1082. Of course, this year’s threshold is not known until applications are in.
