Do I have a chance at UNC or U of Michigan?

My mom has me shortening my college list this summer to go on a few vists and my top schools were University of Michigan Ann Arbor and UNC at Chapel Hill.(Also Johns Hopkins but this would be a huge reach for me) I thought I had a decent shot at these but I didn't realize until today how hard it is to be admitted as an oos. Do I still have a chance and is there any way to make myself stand out as an OOS? Also how do you get good aid to schools like this? I have lived in Saint Paul, MN and am a White female from a middle class family with an older sibling who is currently a junior in college and I am intrested in Computer Science and environmental policy.

GPA: 3.82 unweighted 4.6 weighted ranked 31/ 480

Test scores
ACT: 29 composite
32 in math, 29 in English, 29 reading, and a 26 in science
(taking the SAT in October but PSAT projected around a 2000 to 2100)

Classes: Will have completed AP Calculus BC by graduation
2 CIS(college in the schools i don't know how recognized this is out of state) English courses
3 years of honors Russian
AP physics B
AP computer science
APUSH, AP gov and AP Macro
3 years in Upper level symphonic band(audition only)
3 years in orchestra winds(audition only) I play the Bassoon

Extracurriculars:
Held a job for 3 years(20hrs a week)
3 years on Nordic Ski Team (2 Varsity Letters)

For UMich, the mid 50 for ACT is 30-33 this year, average GPA for admission is 3.85. It would be a low reach to reach for you. Not impossible, but not very likely.
