Do i need to submit commonapp before counselor fills his part?

<p>Do we, the applicants, need to submit our commonapp to college before counselor is allowed to fill his part?
What I mean is :
*School forms are put on hold until Common Application is submitted by the applicant. *</p>

<p>is this commonapp glitch or is it commonapp's policy. was it the same last year??</p>

<p>not sure if it’s common app policy, but it is our high school’s policy… the school uses naviance and the request to send transcript, school forms, etc. is not even transmitted to guidance until the common app is submitted.</p>
