I am US citizen; I studied high school in an American boarding school and studied (and finished) an undergraduate program in a Spanish speaking university in Chile. I will do my masters most likely in Germany or the Netherlands. Basically all the universities there are requiring the TOEFL test for foreigner students.

The people who will have the answer to your questions are in the “admissions” and “international relations” departments of the universities to which you are applying in Germany and the Netherlands.
Obiously, if the program is entirely (or partially) in German or Dutch, you will have to do a prep course for the whatever language is the language of instruction. If the programs offered are instructed entirely in English, then you may have to prove/demonstrate your knowledge of English.
Contact the universities you want to apply to. If the answer is not on their websites, contact the staff in admissions and/or internatioanl relations.
Maybe you can convince them you don’t need it, but wouldn’t it just be easier to take that exam?
