Do my chances increase or decrease?

I want to attend the University of Pennsylvania. I am aware that it’s an extremely difficult school to get into however I heard about the school’s agreement with letting a certain amount of kids that live in Philadelphia get admission to the school. But my dilemma is the fact that I live in Pennsylvania, just not in Philadelphia. So do i still have an advantage just because I live in Pennsylvania in general? Or maybe even a disadvantage?
