Does the University of Edinburgh, Glasgow, Manchester, and/or King’s College look at Grade 9 high school grades as I did not score so well in my mark this year (American high school)
They’d care almost entirely about your AP (or SAT subject) scores and personal statement if you’re American.

No not at all. Here is one example (Edinburgh):
"All subjects in the College of Arts, Humanities and Social Science and the College of Science and Engineering require completion of the High School Diploma, plus one of the following as a minimum requirement:
A successful completion of one year of University in the USA; OR
SAT score of 1290 (650 or above in Evidence Based Reading and Writing and 620 in Math) plus two APs at Grade 4; OR
SAT score of 1290 (650 or above in Evidence Based Reading and Writing and 620 in Math) plus two SAT Subject tests with 650 minimum; OR
ACT Composite score of 27 minimum plus two SAT Subject tests with 650 minimum; OR
ACT Composite score of 27 minimum plus two APs at Grade 4; OR
Three APs at Grade 4 minimum; OR
Three SAT Subject tests with 650 minimum"
IOW your GPA is almost completely irrelevant, except insofar as it informs what your academic reference says about you as a student.
You should check with each individual university at the dept to which you are applying. My son applied from France to UK med schools and one of them insisted on getting his test scores from 9th grade, which its adm officers didn’t understand was different to GCSEs. We had to argue, supply supplementary docs, etc., while other schools did not ask for this.
I curious what they would have done if he took no tests in 9th grade. In California, 9th graders typically do not.
