Does a near perfect TOEFL Score (118/120) give our application an advantage or is it just a qualifying criterion?

And my opinion is that meeting the minimum is sufficient; you get no brownie points for a higher score. It’s like a drivers license; what score you get on your driving test does not matter so long as you pass.
