In India, an average score for a high school paper would be 70% or so. Most GPA converters list this as about 2, which is a pretty bad score- so obviously, GPA converters are unreliable at the most. I do know that you aren’t asked to convert marks in the applications, but does anyone know if they do convert them while they are analysing the application? If so, do they use a reliable converter?

Yes, they actually do convert. American schools recalculate your GPA based on American standards. If your 70% is weighted heavily on an Indian scale, it will very likely be recalculated more favorably on the American grading scale.
