Do UPPER division courses from a CSU transfer over to a UC? Is it not limited only to CSU lower division course units?
Upper division courses from any institution count. Upper division units can make transferring difficult, depending on how many lower division units you have any how many upper division you have.

I believe so, yes. Problems arise though if you have a lot of lower division units.
Myself, for example, I have like 100 lower division units, but they get capped and like 70 or 80 (or something) if it’s just lower division. But if I have any upper division units, even just 1, that cap no longer works and I’d hit a limit that I believe would prohibit me from transferring as a junior.
I don’t know the intricacies of it well enough, but it’s something to be mindful of.
The upper division and lower decision distinction does not function the same at CC as it does at CSU. Lower division at CSU does not necessarily mean major courses nor does it mean non-general education.
If it has the same name and description as the transfer requirement equivalent, disregard the course number or how your CSU classifies it. It won’t matter.
@TheVisionary is right. I took two courses that are upper division at SDSU, but matched they were Prereqs to transfer. So I was accepted with 90+units and upper division courses. As long as they match up, don’t worry. Just don’t take any upper division GE or other courses that don’t match the Prereqs
