Do we get EA decisions back before we apply to other colleges?

For all EA decisions (Harvard, Stanford, Yale etc.) Do we get decisions before we apply to other colleges? We could save a lot of money on app fees by getting into our first choice early.

Harvard ordinarily informs applicants by December 15. Many other colleges inform applicants a few days earlier. Check their websites.

in any case, you should probably have your other applications done before they let you know. but don't send them in until you get that first decision

At our high school you need to allow three weeks to process the applications (they don't work past the beginning of Christmas break) so you would need to have them into the high school a couple of week before you find out about the early action decision.

It depends on where else you are applying. Since Stanford's regular decision deadline is Dec 15, you probably wouldn't have your EA notification in time.

Also, the UC schools have a deadline of November 30th (at least they did last year), so this would be before you heard from Harvard.

Is it possible to send in everything (app/transcript/LORs/etc) to your other schools except for the application fee?

That way if you get accepted SCEA to Harvard, you just withdraw your other applications and don't pay the application fees. And if you don't get accepted, you just send in the fee before the deadline.

Can you do this?

Yes, but you can also send in the whole application in the two weeks after you get back your decision. (As was mentioned earlier, almost every school out there has a deadline of either December 31st, Jan 1st, or Jan 2nd, and you hear on the 14th or 15th). Just make sure your teachers and counselors have their letters of recommendation and transcripts ready by that time.

Incidentally, I strongly recommend you apply online for all the schools that offer it- it's much easier. That way, you only need to do a few clicks to submit and pay for your applications if they're ready.
