Do you have to be a U.S. citizen to apply to Questbridge Scholarship Program

I am a parent trying to help my DD's friend who is Latino. He is part of the U.S. Dream Act program and has the paperwork completed and approved for it. This means he has temporary legal status and any deportation is deferred. He has been in the U.S. since he was one years old. He is a great student with good grades and test scores.

I suggested he apply to the Questbridge program for juniors. We are filling out the application and it asks if he is a U.S. citizen. If he doesn't click that box then his other two options are "residency application in progress" or "U.S. refugee". I have looked all over the questbridge website and can't find an answer. So I have these questions:

Do you have to be a U.S. citizen to apply to Questbridge?

If not then what box would he check?

Thank you for any help you can give.

You do not have to be a citizen NOR a resident to apply to questbridge. I am an international student and i was selected as a finalist. For your second question, i would call questbridge and ask. They are really helpful

Yes, undocumented students are welcome to apply. However, only a few colleges match them: Princeton, Yale, Brown, Uchicago, Williams, Swarthmore, Grinell, Pomona, Wash and Lee are I believe all of them. Mostly all colleges accept them during Regular Decision (UVA is notorious for not accepting undocumented immigrants period). Questbridge makes no distinction for its College Prep Scholars and Finalists selection procedure.
