This question has been asked a lot of times on CC and there has never been a definitive answer, except the moral/ethical one of being honest.

Any thoughts?

Each school has a stated policy, which you can follow. You are not being unethical if you do not send in a score if the school does not require. If you take the ACT, for Yale for example, you do not need to send in an SAT score.
There are hardly any schools that require both scores, even the one that require all scores like Yale, require all scores from the SAT or all scores from the ACT but not both. There is nothing dishonest about not sending in a score that is not asked for.

Thanks for the response. i asked the question as the college counselor at school said
ALL scores had to be sent in, ACT and SAT.

Depends on the college actually.
Every college I am applying to only requires one.
