Does an All Score Policy apply to SAT IIs and ACTs ?

I’m interested about Cornell and Carnegie Mellon specifically. I plan on submitting my ACT and SAT II scores, but not my SAT I. I looked on both websites and found their test score policies, but I am wondering how you would interpret them…

Cornell says:
“You must submit your scores for either the SAT Reasoning Test or the ACT. Some of our undergraduate colleges/schools also have specific requirements for the SAT Subject Tests… Note that Cornell requires students to submit all scores from SAT tests taken and does not participate in the College Board’s Score Choice.”
This makes it seem like all SAT I scores are required, but not all ACT scores are. And if I want to submit only my SAT IIs and not SAT I, I would have to use Score Choice to do that, so do I have to submit all my subject tests?

CMU says:
“Applicants are required to submit all official results of either the SAT Reasoning Test or the ACT with Writing and SAT Subject Tests. While we’re interested in the general pattern of your scores, we give most weight to the highest score you’ve received on any of the exams.”
So it seems like they want all SAT I AND ACT scores, but to send all my ACT scores, I would have to pay for each one individually which is annoying… And same thing as above: I would have to use score choice anyways to submit SAT IIs, so should I submit all of those anyways?
