Does being an Asian make me harder to get into top colleges?

I’ve heard about Asians need a way higher scores on ACT/SAT and TOEFL to get into IVY or other selective colleges like JHU, ND and so on. It is true.
Also, I’m in US high school; do I compete with the poll back in my mother country or I compete as a US high school student against the students in my state or even nation wide?
