I was wondering if colleges would really be turned off by the fact that my GPA dropped through three consecutive years:

freshman to junior = 4.13, 4.03, 4

It depends on what classes you took sophomore and junior years. If your grades dropped, but you took increasingly hard classes, that wouldn't look as bad as if your grades dropped in easier/same level classes. Regardless, they'll take an applicant with an upward trend over a downward trend. However, there's nothing you can do to change your GPA now, so don't stress over it. Just focus on making the rest of your app awesome and improve your grades senior year.

0.13 is not a significant drop, IMHO, and a 4.0 is still quite good. If the drop is due to increasingly challenging classes, you should have no problem.
