<p>I've seen people say it both ways around here. I'm <em>assuming</em> that GT does give admission preference to instate students (taxpayers + GT is the only real, affordable option for prospective engineering students in GA), but I haven't explicitly seen it anywhere.</p>
<p>How might you measure this? Have the change in credentials of in-state students risen faster than OOS students (showing it’s more competitive to get in)? I think they have. Has the percent of OOS students changed in the mix? OOS students bring so much more money, so they are valuable. How much more valuable? Not sure. </p>
