Does high school matter as junior transfer?

I graduated high school with a 2.1 GPA. But I’ve attended a community college now and I’ve been able to reinvent myself and have gotten a 3.9 GPA. I’m graduating with two degrees and I’ll be coming in with 90 semester credits.

Should I be applying to top colleges? I don’t want to get filtered by my low high school GPA. I’ll be going test optional as I took the ACT when I was a freshman and I got an 18.

It may matter (depends on the college), but generally much less than for sophomore transfer, since you will have more of a college record to show when applying as a junior transfer.
