I know legacy used to be a HUGE hook/ deciding factor, but it seems as though it's power has dwindled over the past few years. Do most colleges even care about it anymore?

I don’t think so. At a College Fair, I and my dad (a Cornell grad)were talking to the Cornell University rep. He said that legacy has no effect except in some highly selective cases, like only if I were virtually matched with another student that I would receive priority.
