If one does not meet the minimum TOEFL score requirement set by the university but has obtained a good GPA and will apply as an international transfer student, what is the chance of being admitted?

I looked around and found that it is required that an applicant pass minimum English proficiency to even be considered. On the UW website, it says, “Applicants who have not met the minimum English proficiency requirement by the application deadline or have not taken one of the English proficiency exams will not be considered for admission.”

I know there are some universities which provide you an English course in case you don’t meet the minimum requirement for TOEFL, but UW is not one of them. TOEFL does matter very much. Let’s say GPA and SAT score are the conditions for being considered to be admitted, then TOEFL is the basic condition for being able to study.
Take the TOEFL again.
