TOEFL Requirement for University of Washington, Seattle

From the University of Washington, Seattle's website, it states that one's application will not be considered if one does not meet the minimum English proficiency requirement. However, it also states that one who enters university without a qualifying test score requires to take English proficiency screening test before one can register for class. What does that means? If a person does not meet the minimum requirement, his application will not be considered and how is it possible that he enter the university without a qualifying test score? (refer to the website below)

Furthermore, from the university's website, there are two web pages that state different minimum TOEFL score requirement. Which one is the correct one? (refer to the website below)

Here is the two web pages that have stated the English language proficiency requirement.
English Proficiency for Admission — Plan for International Admission — University of Washington
UW Registrar: English Language Requirements: DELNA, ELPR

For your first question: some Intl. students can be accepted without a qualifying test score because of the exception that they cite on the your first link:

Since these students attended school in an English speaking country, they are exempt from taking the TOEFL, but they still need to take a proficiency test for English once they are accepted.

For your second question: the first link (with the lower TOEFL scores) is what you have to have to be considered for admission, the second link (with the higher TOEFL scores) are what you have to have to not have to take the proficiency test when accepted. So, someone with a score as high as on the first link, but not as high as on the second, will have to take an English proficiency test if accepted.
